The agreement, in the form of an Administrative Order on Consent, requires the Town to submit an Illicit Discharge Detection and Elimination Plan, assess its sanitary sewer system, and remove all illicit discharges to the system within five years.
This agreement is part of a larger effort by EPA New England, the Commonwealth of Massachusetts and communities to improve water quality within the Mystic River watershed.
Each year, EPA New England — in collaboration with the Mystic River Watershed Association — issues a Water Quality Report Card for the Mystic River Watershed.
During the 2015 calendar year, tributaries feeding the Mystic River in Belmont including Winn’s Brook, Little River, and Alewife Brook received grades ranging from "F" to "D+" based on poor bacterial water quality.
This effort has allowed EPA to inform communities of exactly where illicit discharges are occurring so they can be addressed as quickly as possible.
As part of the Boston Harbor cleanup effort, EPA New England enforcement actions under the Clean Water Act have eliminated in excess of 37,000 gallons of sewage per day from discharging to storm drains in the Mystic River watershed, and have eliminated nearly 200,000 gallons per day of sewage discharging to the Boston Harbor watershed as a whole.

False Creek Waters May Become Swimmable By Summer 2018.
False Creek seems like a cool spot for a dip, but it’s not an option with the water pollution.
As a result, Vancouver Councillor Andrea Reimer is lobbying to make the waters swimmable by next year.
Reimer is putting forward a motion to implement a water revitalization initiative to establish healthy waterways.
The initiative will help purify waters at False Creek, Burrard Inlet, Lost Lagoon, the Fraser River and Trout Lake.
The motion comes nearly a year after a surf park was proposed for Creekside Park.
Polluted Waters Biological and toxic waste have polluted these waters of Vancouver in particular.
The goal is to make it safe for people and aquatic life to inhabit there throughout the year.

A bench headed by Justice Jawad Rahim issued notices to the Yogi Adityanath government, state pollution control board, Sambhal district magistrate and the municipal council while seeking their replies before July 13.
"Children are drinking dirty water.
It’s shocking.
Why don’t you do something," the bench, also comprising expert Nagin Nanda, said.
The plea filed by advocate Gaurav Bansal said as per the website of the national rural drinking water programme maintained by the Ministry of Drinking Water and Sanitation, the groundwater of 30 villages of Sambhal district was heavily contaminated.
He contended that the people in these villages were forced to drink polluted water due to the inaction by the state government in resolving the issue.
The lawyer has sought directions to the state government to provide potable drinking water to the villages in the district where handpumps were discharging contaminated water.
The lawyer said he had himself visited one such village Sharifpur and found that all the handpumps were releasing yellow coloured water.
"During the visit, applicant was told by the villagers of Sharifabad and Kurkawali that many of the interior villages were facing acute potable water shortage," it said.

The National Green Tribunal (NGT) has sent a notice to UP Pollution Control Board and District Magistrate of Sambhal condemning the high levels of groundwater pollution in the region, forcing children to drink unhygienic water.
The notice was sent citing an earlier plea by retired scientist Dr Chandra Vir Singh, which highlighted the concerns over drinking water of being heavily contaminated.
The NGT has asked them to file their response before the next date of hearing on the issue.
The environment regulatory board has also claimed that children in the region are forced to drink heavily contaminated groundwater, causing severe health issues.
The NGT had earlier issued notices to the state Jal Nigam, asking why penalties should not be imposed on them for their incapability to provide clean drinking water in Ghaziabad, Meerut, Muzaffarnagar, Shamli, Baghpat and Saharanpur districts.
It also took cognisance of the fact that people were forced to drink polluted water due to inaction by the Uttar Pradesh government in resolving the issue.
In view of the procrastination, the green tribunal also summoned the district magistrates and chief medical officers of Bhagpat, and the managing director and chief engineer of UP Jal Nigam.
This is not the first time that the NGT has pulled up the state government, Uttar Pradesh Jal Nigam and the UP Pollution Control Board for putting the lives of innocent children – residing in these villages – at risk.

As per sources, the person who filed the plea, attached photos of locations where children can be seen drinking highly contaminated hand pump water, which not only contains insects but also germs that are not visible to the naked eye.

In this connection, will the Government informthis Council: (1) of the definition of "water-friendly" used by the authorities and the policy bureau currently in charge of the water-friendly policy; (2) of the water-friendly facilities currently available and under planning; the policies in place to promote a water-friendly culture, and set out the relevant information one by one; the measures that the authorities have put in place to facilitate local communities’ participation in the public engagement exercises when they construct water-friendly facilities and promote relevant policies; (3) whether the authorities made reference to the experience of overseas countries or regions in the past three years in designing local water-friendly facilities and formulating relevant policies, and whether they have assessed the effectiveness of such facilities and policies; and (4) whether the authorities will, in their studies of the construction of piers and related facilities, consider local communities’ demands for water-friendly facilities, apart from taking public transport demands into consideration; of the other policies and measures in place to address local communities’ demands for water-friendly facilities so as to promote a water-friendly culture?
Reply: President, Having consulted the Environment Bureau (ENB), the Home Affairs Bureau (HAB), the Transport and Housing Bureau, the Civil Engineering and Development Department, the Drainage Services Department (DSD), the Leisure and Cultural Services Department (LCSD), the Marine Department (MD), the Planning Department (PlanD) and the Transport Department, replies to different parts of the question are as follows: (1), (2) and (3) As promulgated in the 2015 Policy Address, the Government would promote a water-friendly culture and activities, including exploring the feasibility of organising water sports activities in Victoria Harbour; promoting water recreational and sports activities and a water-friendly culture in Hong Kong waters beyond Victoria Harbour; continuing to identify desirable locations to build new water sports centres; as well as adopting the concept of revitalisation of water bodies in large-scale drainage improvement works and planning drainage networks for new development areas.
To further enhance the water quality and overall environment, the Government has commenced a consultancy study in 2016 to further explore pragmatic and practical measures to ameliorate the odour and water pollution problems along some harbourfront areas of Victoria Harbour.
To further improve the water quality, relevant departments will continue to review the situation with a view to rectifying existing pollution sources, and the stormwater drainage and sewage facilities in Kai Tak Development and its vicinity.
Water Recreational and Sports Activities In realising water-friendly culture, HAB is mainly responsible for the promotion of water sports.
Apart from the construction of water sports facilities, HAB also encourages and assists in the organisation of water sports activities.
DEVB, PlanD and relevant departments are exploring the feasibility of providing water-friendly facilities through short, medium and long term planning studies and projects.
The UDS aims to examine how the harbourfront areas concerned could be re-defined to promote accessibility, diversity, identity and vibrancy on the land and the water, to re-connect people to the water edge.
The precinct will showcase new water play concept and feature various water-related activities, as well as adopting a flexible design to allow for the hosting of water sports events.
Upon completion of the pilot project, we will consider renovating more ferry piers in the light of the project outcome and passengers’ feedback.
