GENEVA – Aldermen took final action July 3 to approve spending nearly $1.05 million for construction management services to upgrade its wastewater treatment plant.
The $12..5 million project, required by the state of Illinois, is intended to reduce the amount of phosphorus that is discharged into the Fox River, officials said.
Public Works Director Rich Babica and Superintendent of Water and Wastewater Bob Van Gyseghem had requested securing construction management services for the project for engineering assistance and a full-time resident project representative.
The project is being funded through the Illinois Environmental Protection Agency (IEPA) Water Pollution Control Loan Program, which will cover these construction management costs, as well as the cost of construction, engineering, contingency and accrued interest costs, officials said.
Geneva took out a loan with a 1.75 percent interest rate through the IEPA program, officials said.
CDM Smith had previously performed engineering services for the project, officials said.
Construction management services for other projects in the city – such as the generation facility, water treatment facility and parking deck – have ranges from 8 percent to 10 percent of construction costs, officials said.
The cost for CDM Smith is 8.4 percent of the construction cost, officials said.
