State officials require Chemours to provide permanent drinking water and pay $12 million penalty

It requires Chemours to dramatically reduce GenX air emissions, provide permanent replacement drinking water supplies and pay a civil penalty to DEQ.
“People deserve access to clean drinking water and this order is a significant step in our ongoing effort to protect North Carolina communities and the environment,” said DEQ Secretary Michael S. Regan.
I appreciate the hard work of DEQ’s dedicated and talented staff to help achieve this result.” The order requires Chemours to pay to DEQ a $12 million civil penalty and an additional $1 million for investigative costs.
The consent order includes specific conditions to ensure the protection of human health and the environment.
Among its many requirements, the order states that Chemours must: Provide permanent drinking water supplies in the form of either a public waterline connection or whole building filtration system for those with drinking water wells with GenX above 140 parts per trillion or applicable health advisory.
Provide, install and maintain three under-sink reverse osmosis drinking water systems for well owners with combined PFAS levels above 70 parts per trillion or any individual PFAS compound above 10 parts per trillion.
By Dec. 31, 2019, install a thermal oxidizer to control all PFAS from multiple process streams, demonstrate PFAS reductions at an effectiveness of 99.99 percent efficiency and a 99 percent reduction facility-wide for GenX emissions compared to the 2017 baseline level.
Submit and implement a plan for sampling all process and non-process wastewater and stormwater streams to identify any additional PFAS.
Notify and coordinate with downstream public water utilities when an event at the facility has the potential to cause a discharge of GenX compounds into the Cape Fear River above the health goal of 140 parts per trillion.
Comments on the proposed order will be accepted until Dec. 21.

Chemours providing filtration units to neighbors with impacted wells

SOUTHEASTERN NC (WWAY) — Chemours plans to install and maintain whole house granular activated carbon filtration systems for residents whose drinking water wells show high levels of GenX.
According to a news release from Chemours, the GAC pilot filtration program has been a success.
The company plans to install the filtration system in homes where wells tested above the provisional health goal of 140 parts per trillion for GenX.
“We’re committed to making whole-house GAC filtration systems available now to impacted residents, at no cost to them, to ensure they can turn on any faucet and access drinking water throughout the entire house without concern.” Long said that results of pilot studies of the GAC filtration units requested by the NC Department of Environmental Quality (DEQ) prove without a doubt that GenX and all similar compounds from drinking water.
The most recent data from each of the six pilot locations showed that all tested substances were at undetectable levels after carbon filtration in every pilot site.
In fact, GenX concentrations are being removed to 100 times less than the 140 ng/L health goal.” DEQ selected the six pilot sites and an independent laboratory has conducted sampling biweekly at each property to analyze the effectiveness of the filtration units over time in removing GenX and similar compounds.
That locally collected data support previous available studies that demonstrate the effectiveness of granular activated carbon filtration in removing GenX and similar compounds.
Chemours says the offer is unconditional and requires no commitments, costs or obligations to homeowners other than agreeing to have the systems installed on their property and coordinating with the company’s installation and sampling teams to complete their work.
The company has been providing delivery of bottled drinking water to impacted homeowners.
Impacted residents who decline the GAC filtration offer will continue to receive home delivery of bottled drinking water or, should they prefer as an alternative to bottled water, will receive a Lowes or Home Depot gift card for use in purchasing an under-the-sink reverse-osmosis treatment unit.

New Orleans’ water pressure is recovering, but ‘occasional fluctuations’ possible: S&WB

New Orleans’ water system on the east bank is steadily recovering pressure following a cold snap last week that prompted a boil-water advisory, according to a news release circulated Sunday afternoon (Jan. 21) by Mayor Mitch Landrieu’s office.
But the mayor’s office says Sewerage & Water Board customers could continue to see "occasional fluctuations" in water pressure as normal activities mostly resume throughout the city Monday.
New Orleans was among numerous cities and parishes in Louisiana whose water systems were slapped last week by an arctic cold front, which the Louisiana Department of Health said had prompted 84 boil advisories throughout the state by Friday afternoon.
A precautionary boil-water advisory issued last Wednesday night for New Orleans East was expanded to include the entire east bank Thursday morning, as officials said leaks from burst pipes and heavy faucet use caused water pressure to plummet to unsafe levels.
By Friday night, the boil advisory was lifted for the east bank except for New Orleans East, which remained under an advisory until Saturday evening.
But city and utility officials still urged residents and businesses to "dramatically limit" water use over the weekend despite the lifted advisory, since spiking customer use and ongoing leaks continued to cause problems for pressure levels.
In Sunday’s news release, the mayor’s office said customer restraint and leak fixes had allowed pressure to rise.
Joe Sensebe, the utility’s interim manager, said Thursday that pressure levels in the city’s water system began falling Wednesday around 3:30 p.m., under strain from leaks caused by burst frozen pipes and heavy customer faucet use.
10 logged a pressure drop below the safety threshold of 15 pounds per square inch, prompting a boil advisory for New Orleans East.
The early Wednesday morning temperature at New Orleans Lakefront Airport reached a record low of 27 degrees Fahrenheit, according to the National Weather Service.

I-Minerals Receives Operation and Reclamation Plan Approval

The approval of the ORP, together with the recently received water permit from the Idaho Department of Water Resources ("IDWR") positions the Company to be able to begin construction, subject to financing and certain bonding requirements.
"This is an exceptional achievement for I-Minerals and the result of many months of hard work, by our staff and our environmental engineering consultant HDR Engineering, Inc.," stated Thomas Conway, President and CEO of I-Minerals Inc. "Few exploration companies ever get their projects to the full feasibility stage and those that do often face long permitting challenges, particularly in US jurisdictions.
I-Minerals completed the Feasibility and Permitting tasks in just over two years, which speaks volumes to the quality of our project, our team and the abilities of the permitting agencies to recognize that the Bovill Kaolin Project, which will be a non-metal mine, has less impacts than most mines.
State water quality standards to be maintained at all times during the life of the operation 3.
Obtaining all other necessary permits and approvals from state and federal authorities (e.g. Storm Water Pollution Prevention Plan; air quality, consultation with fisheries and US Army Corp of Engineers 404 Permit and Stream Channel Alteration Permits) as required for each production process.
Based upon the March 2016 Feasibility Study by GBM Engineers, the Bovill Kaolin Project is expected to create 100 jobs in the construction phase and 90 full time jobs over the 25+ year mine life.
A 2016 Feasibility Study on the Bovill Kaolin Deposit led by GBM Engineers LLC, who were responsible for overall project management and the process plant and infrastructure design, including OPEX and CAPEX calculated an After Tax NPV of US$249.8 million with a 25.8% After Tax IRR.
Permitting work with the State of Idaho is well underway.
Without limitation, statements regarding potential mineralization and resources, exploration results, and future plans and objectives of the Company are forward looking statements that involve various risks.
Actual results could differ materially from those projected as a result of the following factors, among others: changes in the world wide price of mineral market conditions, risks inherent in mineral exploration, risk associated with development, construction and mining operations, the uncertainty of future profitability and uncertainty of access to additional capital.
