He said the performance of the engineers will be linked to the success of the schemes they execute on ground so that accountability is restored in the system.While taking detailed range-wise appraisal of the water supply position, Ganai stressed upon a well-thought out strategy before framing modalities of new water supply schemes, in particular relating to source depletion and long-term viability.The Advisor passed on-spot instructions to draw ‘Quick Action Plans’ and ‘Response Teams’ to meet any eventuality on account of water shortage, especially in rural areas where the people usually face the brunt.
“We receive a lot of complaints (of water shortage) during public hearing from rural pockets.
These complaints must be redressed on priority,” he stated.Ganai asked Chief Engineer PHE to ensure that all technical processes are completed before water is supplied to the habitations.
"Random checking of various schemes can be introduced to check quality of water and plug holes," he added.Asking SEs to undertake extensive tours of their respective ranges, the Advisor noted with concern some complaints received about contamination of drinking water, especially in North Kashmir districts.
He asked the Chief Engineer to remove all dry latrines from the river banks and seek facilitation of district administrations wherever required.Ganai also passed directions to accelerate access to quality water supply in all schools, anganwadicentres and essential services like hospitals and hotels.
He also indicated at introducing Rainwater harvesting across the state by replicating the model adopted by Rajasthan, which is a water-depleted state.Later, the Chief Engineer briefed the Advisor about various ongoing works and apprised him about issues related to fund constraints which are hampering work on certain critical projects.
He also briefed the Advisor about the mechanism devised to complete all languishing projects in the Kashmir Division.The SEs and Executive Engineers also gave detailed presentations about ongoing schemes and developmental works in their respective.
They informed the Advisor Ganai about water-deficient areas in their jurisdiction and steps taken to address the bottlenecks.

Irish Water and Louth County Council have stated this afternoon that they are working with the ESB to restore power to the Workhouse Hill Pumping station that supplies water to Dunbin reservoir as soon as possible.
The power outage which occurred as a result of Storm Ali has stopped water from being pumped to the reservoir and it is impacting water supply to 3,000 customers in Dunbin, Courtbane, Shelagh, Rathmor, Kilkerley, Stonetrough, Knockbridge Rd, Little Ash and surrounding areas in County Louth.
The supply to Dunbin and surrounding areas is currently solely dependent on storage in the reservoirs.
"We can confirm that ESB is prioritizing restoring power to the water supply infrastructure", said Irish Water in a statement this afternoon.

Water supply restored at Thiruvananthapuram zoo
TIRUVANANTHAPURAM : The city zoo which has been grappling with water scarcity for the past few days has finally been able to breathe easy.
The water supply which was partially hit for close to two and a half days, has been restored.
“By Monday night we were able to get water.
The past two days were extremely taxing for us.
Had they at least provided water in the night, we would have been able to tide over the situation.
Now everything is back to normalcy,” says Zoo superintendent T V Anil Kumar.
The pipeline which feeds the zoo store, canteen and which supplies drinking water to the enclosures of the monkeys was hit.
Although water has started coming in, the Kerala Water Authority has said that the issue has not been sorted out completely.
We are still working on it and have not been able to identify the cause.
We have observed a shortage in one of the lines and a team of four are working on resolving it,” says superintending engineer Suresh Chandran.
Contaminated water supply: Senate panel concerned over waste dumped into Rawal Lake
ISLAMABAD: Senators on Monday were concerned after it emerged that solid waste and sewerage was being dumped into the Rawal Lake, either directly or indirectly, which could endanger those consuming water supplied from it.
Senator Ayaz noted that the Rawal Dam, which serves as a water supply reservoir, was being contaminated by toxic water which drains into the lake.
Committee members noted that waste from the Rawal Lake Park was also dumped into the lake which further contaminates the water in the reservoir.
She detailed how it had been working as an attached department of the Climate Change Ministry following the promulgation of the Pakistan Environmental Protection Ordinance 1983.
Moreover, 54 notices were issued to offenders and polluters, violators of the act.
Shah, however, noted that they lacked sufficient human resource for monitoring of hospitals and the method of waste disposal.
Since 2004, they have received 92 cases for petrol pumps of which 81 were approved.

Irish Water begins €35M Dublin drinking water supply project
Irish Water has initiated a major project to secure drinking water supply in the Greater Dublin Area by linking the Leixlip Water Treatment Plant with the Saggart Reservoirs.
The work will result in greater connectivity between water supplies so Irish Water can access different sources at different times of the year and during extreme weather events to help ensure a more secure and resilient water supply.
Irish Water is investing over €35 million in the Leixlip to Saggart Water Main Project, which will involve the construction of a 6.8km pipeline and pumping station.
Irish Water engineer William McKnight said “The size and scale of this project is really significant and is of real strategic importance to Greater Dublin Area.
"Once completed, the new pipeline will increase Irish Water’s ability to distribute treated drinking water in the Greater Dublin Area and the surrounding region.
"This is a huge advantage to consumers and Irish Water, particularly during extreme weather events, likes the storms last winter or the drought this summer.
It will increase the security of the water supply for homes and businesses alike.”
Florence cuts off access to Wilmington, disrupting water supplies

“We are having a lot of road access issues into and out of the county,” said New Hanover County communications and outreach coordinator Jessica Loeper on Sunday.
“We … had a closure on U.S. 74 in Columbus County,” Trogdon said.
According to University of North Carolina system President Margaret Spellings, students who had evacuated from UNC Wilmington were unable to return to campus due to the closed roads.
New Hanover County officials initially said the water utility plant was running out of fuel because of the road closings, potentially affecting health and public safety.
“We’re having some calls about this, but I think most of our residents were prepared not to have water and not to have power for several days,” she said.
‘No immediate threat’ But by early afternoon Sunday, the utility offered a more reassuring picture.
There is no immediate threat to water service disruption.” State officials said efforts are also underway to reach Wilmington through its access to the Cape Fear River and the Atlantic Ocean.
“We’re … working other contingencies to support Wilmington on the ocean side,” Trogdon said.
Hospitals and other health-care providers had emergency plans in place and were not reporting problems Sunday, Loeper said.
E. coli bacteria found in local water supply
SOUTH KINGSTOWN — An investigation into the source of an E. coli contamination is expected to be completed today after the bacteria was detected last week in the water supply that feeds five local water systems, the Rhode Island Department of Public Health (RIDOH) has said.
A boil water advisory was put in place by RIDOH in parts of South Kingstown and Narragansett Friday after Suez Water—which feeds several local water systems—learned during weekly testing that its water supply had been contaminated with E. coli.
Deb Rizzi, a spokesperson for Suez Water, added the advisory will likely remain effective through the weekend.
“We just want to thank people for their patience and their cooperation.” South Kingstown Town Manager Rob Zarnetske said Tuesday it’s been “a hectic few days” dealing with the advisory.
“The issue primarily has been that the advisory was issued late on the Friday immediately before the start of the Labor Day weekend,” he said, “which was impactful for all of the restaurants and businesses in the area and hit us at a time when folks were leaving for vacation.” Approximately 38,000 residents who get their water from the Suez, Narragansett-Point Judith, Narragansett-North End, South Kingstown-South Shore and South Kingstown-Middlebridge systems have been impacted by the advisory.
He said though that he had heard Thursday about water samples in South Kingstown that had tested positive for E. coli.
School staff members also helped distribute water bottles to the schools.
In a post to the district’s Facebook page, South Kingstown Superintendent Kristen Stringfellow wrote that “out of an abundance of caution” water access in the restrooms at Matunuck, Peace Dale and Wakefield elementary schools would be restricted.
West Kingston Elementary School was not affected by the boil water advisory.
“We will all get through this,” Manni said.
